背　　景
原子力発電所にリスク情報を活用した意思決定プロセスを導入するには，国際的な慣行に比肩するPRA（Probabilistic Risk Assessment ; 確率論的リスク評価）を構築する必要があり，PRAモデル高度化を継続的に進めるための技術基盤を整備する必要がある。
国内PRAモデル高度化の一環として，パイロットプラントに対する海外専門家レビューを実施しているが，今後全プラントに対して国内技術者によるPRAピアレビューを実施する必要がある。しかし，現状では国内向けPRAピアレビュープロセスは確立しておらず，国内技術者による国際的な慣行に比肩したPRAピアレビューを行った実績はない。
目　　的
国内でPRAピアレビューを継続的に実施するためのPRAピアレビュープロセスを定めたガイドを策定する。
主な成果
米国のPRAピアレビューガイド )やこれまで実施したパイロットプラントの海外専門家レビューで得られた知見を参考にガイドを策定した。主な内容として，PRAピアレビューの具体的な実施内容および各役割（1.），レビューア要件（2.）を定めた。
1. PRAピアレビューの具体的な実施内容および各役割
PRAピアレビュー実施に必要な役割（ピアレビュー受検者，ピアレビューチーム，事務局）ごとの作業や所要期間の目安を明確にするため，基本工程や工程ごとの具体的な作業内容，スケジュール例を示した（図1）。
2. レビューア要件
適切にPRAピアレビューを実施するためにレビューアに必要な要件，すなわちレビューに必要な経験や知識量等の明確な基準を定めた（表1）。

概要 （英文）

To introduce the Risk-Informed Decision Making process into nuclear power plants, it is necessary to establish Probabilistic Risk Assessment (PRA) that is equivalent to international practices. To achieve this, continuous enhancement of PRA models is required, and the means of doing so is PRA peer reviews to confirm technical adequacy of PRA.
As part of PRA model enhancement, overseas expert reviews of pilot plants are being conducted. However, in order to implement reviews of PRA for all plants in the future, it will also be necessary to conduct PRA peer reviews by domestic engineers. Nevertheless, there is currently no established PRA peer review process for domestic use, and there is no track record of conducting PRA peer reviews by domestic engineers that meet international standards.
This CRIEPI report establishes a PRA peer review process to enable the continuous implementation of PRA peer reviews in Japan. It defines the main peer review procedures, detailed tasks, and general schedules, and also specifies the reviewer requirements to ensure that reviews are conducted appropriately.
