背　　景
2050年カーボンニュートラル宣言以降、運輸部門の脱炭素化に向けた動きが加速している。政府は2035年までに乗用車の新車販売で電動車100%を実現するという目標を掲げており、自動車業界もカーボンニュートラルに向けて取り組む姿勢を見せている。欧米では、ゼロ・エミッション車（Zero Emission Vehicle: ZEV）規制や燃費規制などの導入・検討に加えて、自治体による電気自動車（Electric Vehicle: EV）の普及策などの取組が独自に実施されている。わが国でも、「地域脱炭素ロードマップ」において2030年度までに少なくとも100か所の脱炭素先行地域を創出することが表明されており、運輸部門についても、自治体による取組への注目が高まっていくと考えられる。
目　　的
欧米の自治体による運輸部門の取組事例を体系的に整理し、わが国への示唆を得る。
主な成果
1. 欧米の自治体による運輸部門の取組の類型化
欧米の10の自治体による39種類の運輸脱炭素化に向けた取組について、内容や導入経緯を明らかにした。また、これらの取組を政策手法別（規制的手法、経済的手法、情報的手法・交通インフラ整備・地域等との連携）、対象分野別（充電設備、自家用車、社用車・公用車などのフリート車両、その他モビリティ）に整理した。
2. 地域の脱炭素化に向けた運輸部門の取組の方向性
欧米の自治体による取組事例の整理を通じて、わが国への示唆を明らかにした。
① 規制的手法として、集合住宅・商業施設などを新築する際に、充電設備の設置に必要な分電盤・駐車場間の配線などを求めるEVレディ要件や、既築駐車場に対して、充電設備の設置検討を義務付ける条例が見られた。前者は将来的に改修で対応するよりも費用が抑えられる点を踏まえた措置であり、後者は設置費用が高くなる場合の免除規定も定められるといった配慮がなされている。
② 経済的手法として、充電設備の設置補助、自家用EVの購入補助、フリート車両の買替・廃車補助などが見られた。例えば、充電設備の設置補助については、期待される導入効果が高い地区の申請を優先的に採択するなど、限られた予算で効率的に運用することが求められる。
③ 地域住民などとの対話型イベントやEV試乗会といった情報的手法、電気バスなど公共交通のゼロ・エミッション化に向けた交通インフラ整備、地域関係者間や自治体間での連携を目指す取組も見られた。自治体という立場を活かして地域の取組を活性化すべく、包括的な支援策を講じていくことが肝要である。

概要 （英文）

Since the declaration of carbon neutrality by 2050 by then Prime Minister Yoshihide Suga, the movement toward decarbonization of the transportation sector has been accelerating. The government has set a goal of achieving 100% electric vehicles, including battery electric vehicles, fuel cell vehicles, plug-in hybrid vehicles and hybrid vehicles, in new car sales by 2035, and the automobile industry is showing its commitment to strengthening sales of electric vehicles. Looking at local governments in Europe and the United States, which are leading the way in electric vehicle sales, they have set ambitious goals to become carbon-neutral cities and are implementing a variety of initiatives. In Japan, the role of local governments is becoming more and more important with the publication of the "Regional Decarbonization Roadmap," and it is expected that local efforts will be strengthened in the future. This report systematically summarizes the decarbonization efforts in the transportation sector made by leading local governments in Europe and the United States, and provides policy recommendations that will contribute to the consideration of efforts by local governments in Japan. We have identified 39 types of transportation decarbonization measures by 10 advanced municipalities in Europe and the United States, and revealed the details of the measures and the history of their implementations. In addition, these measures are organized by target area (charging infrastructure, private vehicles, fleet vehicles such as company and official vehicles, and other mobility) into regulatory approach, economic approach, information approach, and transportation infrastructure development. By organizing the efforts of the advanced local governments, we clarified the implications for Japan.
