背　　景
二酸化炭素回収・貯留（Carbon dioxide Capture and Storage: CCS）は、電力・産業分野の脱炭素化技術の一つと位置付けられ各国で研究開発や事業化が進んでいる。国内でもCCS事業化に向けて法整備や事業性調査が本格化している注 ）。事業化が先行する海外では、ステークホルダーからの支持が得られないことに起因する事業遅延・中止例が複数報告されていることから、CCS技術の社会実装において社会的受容性の醸成が重要課題の一つとなっている。
目　　的
国内における今後のCCS事業化に備え、社会的受容性の醸成に向けた具体的な課題を明らかにするため、先行研究や事例調査に基づき留意点を整理すると共に、CCSに対する一般市民の意識や受容性に影響を及ぼす認知状況を把握する。
主な成果
1. 国内外CCS先行事例調査から得られた課題
CCS事業に関する国内外の事例分析やガイドラインを調査した結果、人々の受容性を高めるには、自然環境リスクに対する懸念・心配の低減、および地域便益の実感といった便益認知を高めることが共通点として認められた。また、継続的な課題として、関係者との信頼構築など一般的なコミュニケーション上の留意点や教訓が指摘されている。従って、まずは事業者側が地域状況を的確に把握・理解した上でコミュニケーション戦略を策定し、評価・改善しながら実施する必要がある。そのための社会調査・分析に関する専門的支援や貯留事業の地域担当者の人材育成支援が必要であることが示唆された。
2. 質問紙調査に基づく一般市民のCCSに対する意識の現状
全国一般市民を対象とした質問紙調査を実施した結果（2024/2-3、有効回答数5,514）、過去調査結果[1-3]と同様、CCSに対する関心は低く（図1）、CCS認知層注 ）における「CO2貯留方法」と「電源構成に占める火力発電割合」の正答率（各々18.1%, 34.3%）（図2, 3）も低いことが明らかとなった。従って、CCSに対する知識はまだほとんど普及されていない現状が確認された。賛否判断材料としては、自然環境リスク対策等の情報ニーズが高かったことから、環境リスク管理への対応や情報提供がより重要と考えられた。
今後の展開
国内各地域での社会的受容性醸成活動に係る課題解決策を明らかにしていく。

概要 （英文）

In Japan, the development of legislation and feasibility studies for the commercialization of CCS have begun in earnest. In overseas countries where commercialization is already underway, there have been reports of delays and cancellations of projects due to low stakeholder acceptance. This is therefore an important issue in the social implementation of CCS technology. This study aims to clarify the issues of acceptance by organizing the issues to be considered based on a literature review, and to understand the current state of public awareness and recognition of CCS. The results of the literature review show that the main factors determining public acceptance are a reduction in perceived environmental risks and local benefits. This includes general communication issues such as stakeholder trust, and there are lessons to be learned. Therefore, it is important for the operator to understand the local situation and formulate a communication strategy, and it was suggested that support for social surveys and human resource development for those in charge are needed first. The results of a questionnaire survey of the public showed that, as in previous surveys, there was little interest in CCS and that knowledge of CCS was still not widespread. As the need for information to decide whether to support CCS was high, e.g. for measures to counteract environmental risks, it was felt that measures to reduce risk perceptions were important.
